intelligence agencies received warning signals at least three months ago
that Middle Eastern terrorists were planning to hijack commercial aircraft
to use as weapons to attack important symbols of American and Israeli
culture, according to a story in Germany's daily Frankfurter Allgemeine
Zeitung (FAZ).

- The FAZ, quoting unnamed German intelligence
sources, said that the Echelon spy network was being used to collect information
about the terrorist threats, and that U.K. intelligence services apparently
also had advance warning. The FAZ, one of Germany's most respected dailies,
said that even as far back as six months ago western and near-east press
services were receiving information that such attacks were being planned.

sometimes frantic warnings of a Minnesota flight instructor who told the
bureau that an Arab man could be planning to use a 747 jumbo jet as a
flying "bomb."

- The flight instructor notified the FBI
about the unusual behavior of Zacarias Moussaoui, now under federal indictment
for his membership in the Al-Qaeda network and his alleged role in the
Sept. 11 attacks on the World Trade Center.

- The flight instructor at the Pan Am International
Flight Academy near Minneapolis became suspicious when Moussaoui said he
wanted to learn how to fly large jet aircraft, but insisted he did not
need to know how to take off or land.

weekend that the instructor's information was much more specific and serious.

agencies also knew that two of the hijackers were in the country, according
to the Los Angeles Times. They were on a terrorist watch list. But the
airlines were not notified.

- In addition, the FBI and CIA were well
aware of bin Laden's plans to hijack U.S. airliners. The plot was uncovered
six years earlier in the Philippines when police found detailed information
on a laptop computer belonging to a bin Laden operative, Ramsi Youssef.
The plan called for hijacking U.S. airliners and crashing them into U.S.
buildings including the World Trade Center and Pentagon.

- In case the FBI and CIA had just forgotten
about Project Bojinka, which I sincerely doubt, they should have received
a reminder with the 1999 publication of Yossef Bodansky's book, "Bin
Laden: The Man Who Declared War on America," in which he spells it
out. The original plan called for the hijacking of 11 airliners at once.

- In other words, had the FBI and CIA simply
added two plus two, the threat of hijackings would have been obvious.
But there was even more.

- The FBI had several terrorists under
surveillance, according to the Oct. 1 issue of Newsweek. They intercepted
communications just prior to Sept. 11 that suggested something very big
was about to happen.

- Still, there were more clues. Zacarias
Moussaoui was arrested after flight trainers tipped off the feds that he
wanted to learn how to fly a 747 but wasn't interested in takeoffs or
landings. Zacarias was traveling on a French passport. When contacted,
the French government reported that he was a suspected terrorist.

- There were even more reasons to be on
high alert - and specifically to be thinking about the threat of dramatic
hijackings.

- The question then is: Were they ignored?
And, if so, why? But there is evidence that the threat wasn't ignored -
at least not entirely.

- A day after the attack, the San Francisco
Chronicle reported that Mayor Willie Brown was called eight hours before
the hijackings and warned by his security staff not to travel.

- On Sept. 27, the London Times reported
that Salman Rushdie got a similar warning about avoiding U.S. and Canadian
airliners. That warning, said Rushdie, came from no less authority than
the Federal Aviation Administration.

- Now, you're probably wondering why Willie
Brown and Salman Rushdie are more important to the U.S. government than
you and me and Barbara Olson. I'm wondering the same thing.

- These selective warnings - and I have
no doubt there were many more we have not yet heard about - suggest strongly
that the FBI, CIA and other federal agencies had the information, knew
something big was up, something that involved terrorist attacks on airliners,
but failed to disclose the information to the airlines and the flying
public in general.

- I think heads should roll at the FBI
and CIA. I think there ought to be an investigation into what the FAA knew
and when it knew it. I think, once again, the federal government has neglected
its main responsibility under the Constitution - protecting the American
people from attack.

- Le Figaro today claimed that a CIA agent
met Osama bin Laden in a Gulf hospital as recently as last July and received
"precise information" about an imminent attack on the US.

- According to the French daily, the agent
met Bin Laden while he was being treated at the American Hospital in Dubai
for a kidney infection. The agent was subsequently recalled to Washington.

- A French secret service report on 7 September
warned of possible attacks, and that the order to act would come from
Afghanistan. Le Figaro says very precise information on targets for attack
was communicated to the CIA.

- AJ: Now later you got it from FBI agents
in Chicago and Minnesota that there was going to an attack on lower Manhattan.

- DS: Yes - and that's what started me
calling. I started calling out there. First of all, I tried to see if I
could get a Congressman to go to bat for me and at least bring these people
out there and listen to them. I sent them information and nobody cared.
It was always, "We'll get back to you", "we'll get back
to you", "we'll get back to you." Then I reached out and
tried to get to the Attorney General, when finally we got an attorney
general in there that I would be willing to talk to. And, again, I used
people who were personal friends of John Ashcroft to try to get him. One
of them called me back and said, "Alright, I have talked to him.
He will call you tomorrow morning." This was like a month before
the bombing. The next morning I got a call. It wasn't from Ashcroft. It
was from somebody in the Justice Dept.

- AJ: One of his handlers.

- DS: Yes, and I started telling him the
situation and he said, "You know we don't start our investigations
at the top." I said I would like to talk to the Attorney General
because this is vital. He said, "We don't start our investigations
at the top. Let me look into this and I will get back to you." As
I sit here today, I have never heard from him.

- AJ: Again, David Schippers, you are big
in Washington, you were the top lawyer that got Clinton impeached, you
are highly respected, you know the Senators, the Congressmen. You're calling
up. You've got these FBI agents and others feeding you this information.
They're being pulled off the cases, they're angry. That's even been in
the news now, from Minnesota and Florida and Illinois. They know what's
going to happen. The Sudanese in '96 and '98 tried to arrest Bin Laden
for Clinton, tried to give us the names of Al Qaeda, Clinton wouldn't take
it.

We're discussing FBI agents across the country having prior knowledge
of the attacks, trying to get these guys arrested or even to get a warrant,
knowing they were associates of Bin Laden, others being trained at the
Pensacola Naval Air Station, Clinton not wanting the names of Al Queda
when they had the chance, there is so much evidence of prior knowledge.
How did this happen with the Bush administration, when you are trying
to get to Ashcroft and telling them that there is a plan to attack lower
Manhattan very soon and what was the intel you were getting from these
agents?

- DS: Well, a lot of this wasn't coming
from the agents. When the bomb hit (WTC attack) and everybody said we
have to find the money (trail) and stop the money. The only place the
money was actually identified and stopped was in Chicago. There was actually
a lawsuit, a case filed here in Chicago, in which money that had been
earmarked for Hamas, to be used for terrorism, was grabbed by the United
States government - and seized and forfeited, and that was here in Chicago.

- AJ: But that agent had to go through
a lot of grief to get that done.

- DS: An agent actually filed the affidavit.
I'm not talking about anything that is confidential. This agent here in
Chicago filed the affidavit where he laid out the whole way that the money
moves, the way that it is handled, how it comes out of the middle east
into Chicago area and into the United States, how it is covered, how the
operatives are covered, how the money is transferred back and where it's
kept while its here. And that affidavit ran like 30 pages - laying it
out. And he had to go through hell on earth in Washington, he had to fight
like a tiger - everybody in his own bureau and in the Dept. of Justice
was against him - and still is.

- AJ: Now the FBI agents in Minnesota knew
about this and had the evidence but they couldn't even get a wiretap or
a warrant to search these guys.

- DS: Exactly.

- AJ: We're talking about some of the actual
hijackers.

- DS: Exactly. And this woman who was talking
to me, she had other contacts, who were in Naval Intelligence and other
areas, and she was reporting that there was one of these terrorists who
was involved in the bombing in Oklahoma City - was working at the Boston
airport. A friend of mine who happens to be an agent had information that
there were Hamas operatives working in baggage and areas at O'Hare Airport
with free access to any part of the airport. But no one would listen.
They just said it's not true, it can't happen that way. I'll tell you
something. I don't know if it was because Clinton and his boys didn't
want the United States to realize that Flight 800 was a terrorist attack
and that Oklahoma City was a terrorist attack because they didn't want
to admit that the intelligence of the United States was totally destroyed.
