Remember John Wayne ?

 

Did you watch him ride his horse alongside a runaway stagecoach ?  Did you see him leap into the driver's seat ?  Once aboard, he turned the horses away from danger.

 

In the early years of the 21st century, our nation gallops out of control.  No plans, no direction and no destination !  Mexican gangs kill African Americans in Los Angeles.  Drugs pour across our borders by smugglers.  Iraq killed 3,000 of our soldiers at will.  It continues unabated.  Our borders remain open to terrorism.

 

Corporations aid, abet and encourage illegal alien slave labor.  Diseases like tuberculosis spread unhindered across our land.  Over 15,000 MS-13 gang members from Central America operate with impunity in 33 states.  Drunken illegal aliens kill 13 Americans on our highways daily.  We suffer a $700 billion annual trade deficit while our own citizens can't find jobs.  Los Angeles and Miami are no longer American cities.

 

The United States must climb out of decline.

 

Our nation needs leaders to create a plan; to take the reins of our runaway country; to guide us toward the future.

 

The recent State-Of-The-Union speech failed to promote a cohesive and viable national vision.  Senator Webb's retort reacted to that non-vision.  Melded together, however, those two speeches provided a jump-start.  Nonetheless, big problems face us.

 

If the United States doesn't want to splatter like a bug on the windshield of history, it's time we navigate away from danger.

 

Our laws spank our citizen-taxpayers while failing to exemplify our national beliefs. Therefore, we stagnate while losing our world-wide strategic prominence.

 

Time is of the essence !

 

Rather than encourage private innovation and the health of our industrial base, to include intellectual property, we foolishly hammer the life-blood out of our business owners and companies.  The U.S. is not a commune !

 

Our corporations exist to excel and succeed, empowering our citizens; not to behave as criminals. Our citizens deserve the opportunity to pursue their passion on-the job, and make a decent wage while working: competing fair-and-square in the world marketplace.

 

What about our nation?

 

We maintain and reside in a fragile Republic.  Our life-blood is democracy ­ not socialism.  As a nation, we desire to be useful, appropriate, creative, innovative and self-sustaining.  The time for ruthless truth, honesty, integrity and ethics is now.

 

We must stop whining and finger-pointing.  We must come to agreement on a national plan-for-planning schedule-- and rebuild a world-class-nation ­ starting with a world-class vision.  We must put the train back on the tracks.

 

As sailors might say ­ we list rudderless. Blame-shame-guilt carries us nowhere. We suffer national afflictions such as obesity, diabetes, and addictive behaviors that pull us down. We can turn that trend around. But first, where have we been?

 

Our Sordid Track Record

 

Like all of us, George W. Bush proves fallible and displays the thought-processes of an unhealed-addict; "dry" is not healed.  He continues to think in the way that an addict thinks.  Our Congress and most of us too, while pretending otherwise, is likewise afflicted;

 

Imperialist designs on foreign-nations exhibits senselessness.

We must focus upon growing responsibly, as any family should ­ while honoring our creed to protect our beloved nation against all invaders, foreign or domestic.

The U.S. is not now and never should be THE lifeboat to the world's unfortunates.  Buckle your seat-belt first, and then help the unfortunates in their home nation, not here.

Open-borders to placate greedy employers proves wrong and stupid.  It artificially delays transition to mechanization and cost-effective approaches that do not rely upon criminal behaviors on the part of employers or employees.

Enabling a diseased-addicted-corrupt Department of Homeland Security carries consequences felt nationwide.

Standing by while lawlessness replaces law-and-order illustrates a dysfunctional and failing civilization.

Avoiding responsibility while a fatally-flawed court decision twists and destroys the 14 th Amendment to our scared Constitution is insanely mistaken.  It was intended only to help the children of black-slaves after the Civil War.

We have too many laws.

Looking the other way while hoards of foreign-nationals invade and occupy our nation -- even as we feed and house them ­ depicts Rome or the Trojan Horse of olden days with similarly inevitable results.

Our public schools fail because we position them to crash.

Our public hospitals fail because we engineer them to bankrupt.

Our U.S. military and state national guards erode and degrade because we allow them to be misled by our commander-in-chief.

Our incarceration-punishment model suffers fatal-flaws and our jails-prisons suffer overcrowding while recidivism rises exponentially.

Our other infrastructure components (pure water, sewers, crop-fields, highways, transit, etc) crumble because we structure them up to fail.

More and more of our traditional houses of worship fail.  There is no place in any church for those who would violently overthrow our nation.

How were we so stupid and shortsighted to not realize that our baby-boomers were nearing retirement age, and we needed to get-our-butts-in-gear to set up tailored, specific training programs (college and Vocational-Tech) to "grow-our-own" to fill each job as they became vacant ?  Last-minute, panic actions to waive immigration restrictions lack wisdom.  If a corporation such as Toyota-America were so dumb-- they would fail in the business world.  The U.S. cannot afford to fail !

Our U.S. and state attitudes drift away from our citizen-taxpayer Bill of Rights, Constitution, and Laws that we have become the laughingstock of the world.

 

"What are we thinking?"

 

We dance on the head of a pin ­ precariously ­ while our fragile Republic founders in rough-seas and drifts toward the rocks while Nero (Bush) fiddles.

 

Why is that, in a nutshell?

 

Simple, and elegant ­ we have no comprehensive vision, long-range goals and plans:

 

No National Vision - the year-2030--2050.

No Strategic Plan - the year-2017. TEN-YEARS

No Tactical Plan - the year-2012. FIVE-YEARS.

 

What Are We Thinking ?   Where are we going ?  When ?   Why ?

 

We citizens must take the reins, turn the horses ­ put everything on hold -- and come together (independent of race, color, creed, national origin, or political party) to behave responsibly and author a U.S. National Vision (complete by September 2007), U.S. National Strategic Plan (complete by April 2008), and a U.S. National Tactical Plan (complete by November 2008).

 

The "good old days," where the fiefdoms in the Executive Branch Cabinet connive to compete for resources and out-do one another ­ are over.

 

That illustrates an outdated, negative, failed paradigm.

 

These foundation-plans remain independent of political party; it matters not that this is happening coincident with our elections.

 

1.  No more denial.  Pride fails before the fall.  We must stand tall, save ourselves and admit our foolishness in Iraq.  We must apologize and let the U.N. declare and enforce a truce, while we withdraw, our remaining soldiers intact -- publicly vowing to "never do that again."  We must also refrain from blaming our president for doing what his peers have always done.  Each and every one of us owns a piece of that imperialist foolishness.

 

2.  We must restore credibility by placing citizen-taxpayers first.  Let's take control of our international borders to protect our sovereign nation.

 

a. During the period 2007 ­ 2014 (seven years, temporary), our president must order the best-able and most savvy-experienced to take over control of our most "leaky" borders;

 

i. Department of Defense-- USMC on our southern border , while their 'cousins,' the U.S. Navy SeaBees, construct a world class, tall, humane security-fence (synergistic physical-electronic) ­ just like they have done for our worldwide submarine bases.  This is a gentle (see-through), neighborly, fence ­ not a wall.

 

ii. DoD-USA (Army) and Coast-Guard on our northern borders .

 

iii. DoD-USN guarding our beaches and seaports , working side-by-side with the DoD-USCG, permanently reassigned from the DHS fiasco.

 

b. During the period 2007 ­ 2010, our president must order the U.S. DHS to shift into "reduced-ops mode" while they re-invent themselves, to eliminate the corruption and criminal attitudes from FEMA, ICE, and other agencies. The DOJ-FBI, DoD Army Corps of Engineers, and the 50-state Governors (using their State Police, etc) will work arm-in-arm together to perform the necessary duties to augment the new National Border Integrity Force to perform the tasks once done by the old "homeland security."

 

i. The current DHS Secretary shall resign, with honor, just after he and the president dismantle the DHS forevermore.  Henceforth, the U.S. Department of Defense will withdraw from imperialist tasks and work side-by-side ­ fully integrated with the new National Border Integrity Force .

 

ii. The president creates a new Cabinet-level position, entitled the U.S. Immigration CEO, to:

 

1. Create the first U.S. National Immigration Strategic Plan (10-year), and a "U.S. National Immigration Vision" statement to scope that plan.

 

2. Author the first " U.S. Immigration Tactical Plan," (5-year) to carry out the near-term pieces of the Strategic Plan and Vision, as above. The keystone of this near-term plan is the new National Population Policy , which limits all immigration to less than 100,000 annually, if and only if that proves itself to promote a dynamic, stable and sustainable population.

 

3. Direct new lines-of-control for each and every immigration and immigration-related function now housed within the Departments of State, Labor, Commerce, Homeland Security, etc. Order and enforce arms-length distances from organizations such as the U.S. Chamber of Commerce.

 

4. Reassign the U.S. Bureau of Census from the Department of Commerce to henceforth report to the Chaplain of the United States, or another totally unbiased and unaffiliated function. Direct the Census experts to work tirelessly WITH NFP-NGO groups such as Pew and the CIS -- on the creation and maintenance of the aforementioned National Plans, checks, and balances.

 

iii. The DoD-DIA, assisted by the DOJ-FBI, will issue all immigration documents during the interim (seven year) period. Please remember ­ for the near future, the U.S is agreed upon a severely-limited immigration; 100,000/yr.

 

1. Sub-contract all document processing to CitiBank or a similar high-integrity, secure corporation , to include issuance of a "fraud-proof" personal-ID card to each and every immigrant ­ retroactively ­ to include collection of 10-finger prints and two mug-shots. This contract must be managed, day-to-day, by the DOJ-FBI. All data automatically up-loaded to federal DOJ-FBI NCIC & iAFIS data files for automatic comparison and automated "suspect nomination" for those with criminal-alien records. The DOJ-FBI investigates all anomalies.

 

iv. During the interim (seven year) period, the DOJ U.S. Marshal Service, assisted by the DOJ-FBI, will work in the CONUS interior to vigorously enforce all existing Immigration Laws (Title 8, USC ­ etc), emphasizing errant employer behaviors first, and errant illegal immigrants second.

 

3.  The President, the U.S. Attorney-General and the U.S. Congress shall work closely and cooperatively together to write a new law to properly interpret the 14th Amendment, and put an abrupt end to the blatant practice of granting "instant-citizenship" to children of foreign-nationals who are in the U.S. lacking "lawful presence."

 

4.  The U.S. Congress shall pass a law, and the president shall willingly sign that law, forevermore stopping the red-carpet of expensive "welcoming enticement practices," such as granting social-services to foreign-nationals who are in the country lacking "lawful presence" and to their children as well:

 

a. Education in U.S. public schools (K-12) is henceforth restricted to children of citizen-taxpayers and foreign-nationals legally in the U.S.

 

b. Emergency care in U.S. hospitals and medical facilities is henceforth restricted to citizen-taxpayers and members of their families. Lawfully documented legal immigrants and foreign-nationals visiting the U.S. while holding lawful immigration documents are, as in other first-world nations, to be assisted within reasonable limits during their legitimate time here.

 

c. Affordable housing and the other social-services restricted to those citizens and legal immigrants specified in paragraph 4.b above.

 

d. In summary, any person who renders or receives services outside the boundaries specified above is a criminal, committing a felony; the consequences must be severe and swift. If we hedge and cajole ­ the hemorrhaging will continue. This is not intended to prevent churches, NGO-NFP groups, and/or 501.c.3 groups from traveling to foreign nations to render service and aid while there.

 

5.  The U.S. President, and his/her experts -- working arm-in-arm with the U.S. Congress, is hereby directed to author the first-ever "U.S. National Continuous Infrastructure Improvement and Sustainability Strategic Plan," (ten-year-plan) to be completed and approved no later than January 1, 2008.

 

In phase-2 of this action, a corresponding first-ever "U.S. National Continuous Infrastructure Improvement and Sustainability Tactical Plan" (five-year-plan) will be completed, approved, and included in the "U.S. National Comprehensive Budget Plan" no later than September 1, 2009.

 

The Strategic and Tactical plans must address each of the top-ten components (pure water, sewers, crop growing-fields, highways, transit, etc), which are crumbling because we set them up to fail. A key part of this critically important set of nested plans is the obvious need for specific limit-to-growth rates.

 

6.   We must avoid the appearance of impropriety in viewing and dealing with any religious group in our nation.  Any such group that foments or advocates violence of any kind, in word and/or in deed ­ against another religion or our nation itself ­ must be discouraged and stopped by whatever means necessary.  This prohibition includes the support of any such affiliated groups which are functioning in foreign-nations.  Enforcement includes, but is not limited to, denial of tax benefits.

 

7.  We must repeat this mantra loud and often ; foreign-nationals are not U.S. citizen-taxpayers.

 

The benefits and privileges that naturally accrue to U.S. citizens and legal immigrants were never intended to benefit foreign nationals.

 

For example, perhaps in a desire to appear as if we honor cultural-diversity over nation, in the outmoded paradigm -- we granted bail-bonds and plea-bargains and guaranteed-discounted mortgages to foreign-nationals who are in our nation lacking "lawful presence."  No more.

 

Our U.S. and state attitudes drifted so far away from our citizen-taxpayer Bill of Rights, Constitution, and Laws that we became the laughing-stock of the world.  No more !

 

8.  Preservation of Law-and-Order at all times and at all levels of government in the U.S. must be restored.  We are the UNITED States of America.  Our law-enforcement and justice-system officers, in the shadow of the U.S. National Flag, take a pledge to honor their country first and foremost.  Their local arena is a key part of that nation, but is not separate. We can no longer "forget" and put-aside that sacred trust.

 

Henceforth, each and every member of this combined justice-enforcement community is authorized to enforce ALL laws, to include national and state laws, in the pursuit of their duties in their jurisdiction ­ which henceforth has no boundaries, artificial or otherwise.  What that means is this; all restrictions that previously hindered enforcement and enabled scofflaws -- are abolished.

 

Meanwhile, we have many laws to "fix."  All of this must be accomplished quickly;

 

ü 50 percent completed by 15 Mar 2009,

 

ü 75 percent completed by 15 Mar 2010, and

 

ü 99 percent completed by 15 Mar 2011.

 

9.   We must agree that we have too many laws. The federal government, and each state, beginning in 2009, must eliminate 10 percent per cycle; such that

 

v 10 percent of the 2008 total is eliminated by the end of 2010,

 

v ten percent of the remaining total is eliminated by the end of 2012, etc.

 

We will thus eliminate 10 percent of the remaining laws every other year for ten years. The best laws will survive.

 

10.   Nobody is exempt from personal responsibility for this National Revitalization.

 

Toward that end, henceforth the U.S. IRS anachronism must fade away.

 

Each and every U.S. citizen and legal immigrant resident here, with gross income of $15K or more per family member, is required to pay state income tax in the amount of seven percent on the gross, with no exceptions.

 

One-third of that money is to be kept in the state to pay for education, justice, and law-enforcement -- and the remaining portion is to be forwarded to the U.S. Congress for National Defense, Border Integrity Enforcement, Social Security, and other uses -- as they see fit and the U.S. Constitution requires.

 

Closure

 

If, while driving a six-horse stagecoach, you see you're headed over a cliff; you firmly, intelligently begin turning the horses.  It's not up to the horses to change direction, it's up to you.  John Wayne did it.  If the President and Congress won't turn this nation out of danger, you must roll up your sleeves and take command.  Our fragile Republic demands citizen involvement.  Let's turn the horses before we careen over the cliff.

 

What you can do for a better future for your country:

A republican form of government is not a spectator sport. It means you must jump in, roll up you sleeves and take personal and collective action. Of course, you could let a dictator take over and do everything for you, but that path would give you Cuba, China, North Korea and other unsavory examples.
