I don't think he is, neither is he flashing some "Satanic" sign as many suggest whenever someone does this -- some people exhibit numbers that way -- I remember coaches did it all the time. That was how they showed "two." I guess they think it looks cool, or something. Principle Vernon did it in the movie The Breakfast Club when showing Bender (Judd Nelson) that he had him "for two weeks." It was "macho"...it more powerful than the "V" victory/peace sign style of holding up "two." Pictures of Bush and others giving the "longhorn" salute are everywhere, but its no Satanic hand sign. People read too much into this.
