- WASHINGTON, D.C. - Alfred Lambremont Webre, JD, MEd,
International Director of the Institute for Cooperation in Space (ICIS),
will call for an Earth Day Exopolitics Initiative: The Decade of Contact
- a 10-year major federally funded public education program about advanced
Off-Planet Cultures now visiting Earth, including the initiation of public
interest diplomacy with these Off-Planet Cultures.

- The Decade of Contact is set out in Webre's new book
EXOPOLITICS: POLITICS, GOVERNMENT AND LAW IN THE UNIVERSE (Universebooks
2005), launched at Washington's 2d Annual Exopolitics Conference (April
22-24, 2005). Exopolitics is the evolution of Webre's work as a futurist
in 1977 at the Stanford Research Institute, where he directed a proposed
extraterrestrial communication study project for the Carter White House.
Webre was General Counsel of the NYC Environmental Protection Administration
and Consultant to the Ford Foundation's Public Interest Environmental Law
Program. Webre was also a witness for the Disclosure Project, which on
May 9, 2001 held a National Press Club press conference with high-level
governmental, military-intelligence, and academic whistleblowers urging
disclosure of an extraterrestrial presence on Earth.

- In Exopolitics, Webre writes, "Exopolitics provides
us with a 21st century universal paradigm, a new dominant world-view. The
scientific paradigm of the 20th century was that intelligent life ended
at Earth's geo-stationary orbit. The Exopolitics model informs us that,
in reality, Earth appears to be an isolated planet in the midst of a populated
Universe." According to Webre, "The Decade of Contact is 10
year process of formal, funded process of public education, scientific
research, educational curricula development and implementation, strategic
planning, community activity, and public outreach about our full cultural,
political, social, legal, and governmental integration into a larger Universe
society."
- The United Nations General Assembly first approved an
Exopolitical Initiative on December 18, 1978, when the UN General Assembly
adopted decision 33/426, 1978, stating that: "The General Assembly
invites interested Member States to take appropriate steps to coordinate
on a national level scientific research and investigation into extraterrestrial
life, including unidentified flying objects, and to inform the Secretary-General
of the observations, research and evaluation of such activities."

- Dr. Brian O'Leary, former NASA Astronaut and colleague
of the late astronomer Carl Sagan at Cornell University, says about Webre's
book EXOPOLITICS: "Much of this book rings true. Certainly, our civilization
cannot go on as we have. We will need all the help we can get to lift ourselves
out of tyranny, genocide, and ecocide. So why not reach out toward those
who are clearly more wise?"
