Bush Quarantine Executive
Orders Not Specific Enough?

The new executive order signed by President Bush on April 4, 2003 (<http://www.cdc.gov/ncidod/sars/quarantine.htm>http://www.cdc.gov/ncidod/sars/quarantine.htm) is troubling to me. While I can see the value in using proper quarantine techniques, SARS does not have definitive tests.  The SARS definition in the executive order is
 
"Severe Acute Respiratory Syndrome (SARS), S a disease associated with fever and signs and symptoms of pneumonia or other respiratory illness, is transmitted from person to person predominantly by the aerosolized or droplet route, and, if spread in the population, would have severe public health consequences."
 
Is such a definition specific enough to hold someone in quarantine? I really hope that we can knock this out before SARS further mutates and becomes even more costly in terms of lives.
