Probable cause to conduct a 'felony stop'?

"A felony stop is ordered when the occupants of a car are thought to have been involved in a crime." - Beth Tucker Womack (spokeswoman for the Department of Safety.)

This is ridiculous to see and really makes me mad! What was the probable cause to conduct a 'felony stop'? There was no robbery or crime reported for them to of been "thought" to of been involved in. The only thing that was reported was by another passing motorist on what they thought looked suspicious and were obviously wrong about!

For all the bull and settlements our tax dollars get spent on I really hope this family gets a huge settlement for their ordeal because they most definitely will be scared for life because of this "incident".
I mean one minute your driving down the road a family coming back from vacation and the next your handcuffed and forced to watch your family pet get shot to death in your face by law enforcement - and you still haven't done anything wrong! What kind of person are you left as after that?

The driver even said to the officers multiple times that he had dogs in the car. Isn't this where the officer would say "passenger with your hands on your head, kick the door closed!?" Maybe officers should be brushing up on their technique instead of working on the snappy bad humor when not making arrest.

What happen in this case?

A crime is committed? NO
A crime is reported? NO
A suspect or suspects are wanted for a crime? NO
Vehicle(s) matching the suspect(s) in a crime is reported? NO

What exactly warranted this 'felony stop'?

A call made by a driver because of what she thought was someone throwing money out the window on a highway and traveling at a high rate of speed? Yes
Money was found? Yes
Any weapons reported being seen? NO
An attempt to flee from the law or arrest? NO

This family should of been wanted for questioning and nothing more
I've seen people on the TV show COPS do worse things and still get questioned first thing.

With the amount of officers at the scene and no crime reported, no suspects or vehicles to associate why wasn't this just treated as a routine traffic stop for questioning?

Just imagine what kind of situation a malicious person could cause if they decided to randomly call in making reports on passers by to see what happens...

Sincerely,
Michael Allen
