CAFRs - What Can We
Do About Them?

For the last three years, every person that contacts me after finding out about the CAFR asks:
 
What can I do per the my local government's CAFR?
 
This one question leads to the following questions being asked:
 
1. Should I send this information to my local politician for comment and action? Or, I sent it to my local politician, and then silence. What should I do?
 
2. Should I push for an independent audit of my local government?
 
3. How can I learn all about, and properly read the CAFR?
 
4. Most people are afraid to confront or expose government, we are scared, shouldn't we be?
 
Let's start with #4. Back in 5th grade there were always those bullies on the court yard who all of the kids were scared of. And yes those kids had a reason to be scared if they attracted the attention of the bully.
 
Well, I remember back in fifth grade, I was big and strong and did not like bullies. Out in the court yard there were two primary groups that would cluster together; The meek / timid and the obnoxious / bullies.
 
I, being somewhat of a lone wolf would watch both groups. It bothered me to see the bullies pick on the meek. When the bullies got mustered and were getting ready, and then started over to harass the meek, I took great pleasure in walking over and standing with the meek. An African American, by the name of Wayne Gordon, a friend who was the biggest kid in the class, would see me go over and stand with the meek to confront the bullies, and he would come over and stand by my side. We won every time! It's amazing how fast bullies crawl under rocks when true opposition confronts them. So the answer to question #4 is: Should you be afraid? The answer is: It all depends on who is standing by your side!
 
The answer to #1,2,3 is the same: Non of the above should be done first!
 
The first, and most important step anyone can do is to qualify the reality of the situation by bringing forth this one test: There is NO REASON WHAT SO EVER that your local politician should not make simple and conspicuous mention of the CAFR. Additionally they should openly direct people as to where to get the report. Now, keep in mind the CAFR is the holy grail, the Bible of government accounting, thus NO OTHER DOCUMENT is more important for public review. The CAFR (Comprehensive Annual Financial Report) or in a few cases its name sake entitled; Annual Financial Report, Combined Financial Statement, or Consolidated Financial Statement, all end June 30th of the year.
 
To qualify AT THIS TIME what everyone is up against, ask your Senator, Congressman, Mayor, School Commissioner to mention the CAFR in their weekly news letter, at public speeches, on their web page, or in their monthly press releases. JUST SIMPLE MENTION, and where to get the report!
 
They have been sent the report since they were in office. It was created in 1946, it became the standard in 1980 by GASB federal mandate.
 
They KNOW all about it. No song and dance! No, I will look into it and get back to you! No, OK sure, and they never do!
 
That politician will show by his or her actions, their intent as to why they are holding office. With no open mention, they do not want to jeopardize their membership into the club! If they do mention on a continued basis, they are showing their intent of proper representation of the public by disclosure!
 
From the thousands of phone calls, and communications I have gotten over the last three years, everyone is going off in all different directions per the difficult aspects of the CAFR. All are missing the obvious! If you cannot get your local politician to make open and continued mention of the report in public forum, HOW DO YOU EXPECT TO DO THE MORE DIFFICULT TASKS AT HAND of audit, modification, or change in direction?

GET A REALITY CHECK NOW!
 
IF THAT POLITICIAN REFUSES TO MAKE IMMEDIATE AND OPEN MENTION BY SLYLY SIDESTEPPING OR BLATANT REJECTION, THEN BITE HIM OR HER IN THE LEG LIKE A PIT BULL ON SPEED, AND DON'T LET GO UNTIL THE CRY CAFR!
 
80% of the game for the last 65 years is; Don't mention = No problem! Let the troth overflow, lets build a bigger one, and let us make it overflow again! Hail Caesar! Hail Corporate Government Inc.! Hail to our secrete government accounting, accountants, and investment councilors!
 
Folks, if we cannot accomplish immediate and simple open mention, of the most fundamental accounting of the structure, it is time for the prudent man to seriously consider an open state of war to regain ownership of this country. Our country?
